The Mayor and City Council allow for a specific portion of the City Council Meeting to be dedicated to public comments. Public Comments are limited to three (3) minutes. 7. Consent Agenda
All Matters Listed Under Consent Agenda Are Considered To Be Routine By The Governing Body And Will Be Enacted By One Motion. There Will Be No Separate Discussion Of These Items. G.

Consider Application and Letter of Agreement for construction services by AT&T, per CWOTS No. 1949T18, to relocate the service drop for the Automated Weather Observation System at South Texas International Airport at Edinburg, in the amount of $25,673.88. [Debora Pinto, C.M., Airport Manager]

I.

Consider new Memorandum of Agreement (MOA) with U. S. Customs and Border Protection User Fee Facility Program for inspection services at South Texas International Airport, adjusting the required number of full-time officers from two (2) to one (1) per the City's request. 8. Bids/Contractuals
A.

Consider authorizing the City Manager to negotiate and enter into Job Task Order No. 2 with Negrete & Kolar Architects, LLP, based on RFQ 2019-002, in the amount of $63,000, for Professional Architectural Services for code analysis and review of non-structural plans for the Hidalgo County Courthouse Project. 9. Resolutions
A.

Consider resolution authorizing City Manager to execute a Memorandum of Understanding between the City of Edinburg and Research, Applied Technology, Education, and Service (RATES) D.B.A. RATES/RGV, for participation in the Regional Task Force and appoint a staff representative to serve on the Task Force Board. B.

Consideration and approval of a Resolution of the City Council of the City of Edinburg, Texas approving the Plan of Finance previously adopted by the Edinburg Economic Development Corporation Pertaining to the Contemplated Issuance of Obligations to be designated as “Edinburg Economic Development Corporation Sales Tax Revenue Bonds, New Series 2019” and Resolving Other Matters Related to the Foregoing. C.

Consider resolution authorizing the City Manager to submit a grant application to the National Recreation and Park Association for the 2019 Meet Me at the Park Play Spaces Grant Program and to execute all grant documents relating thereto. [Javier Garza, Parks & Recreation]

Consider resolution authorizing the City Manager to submit grant application to the Office of the Attorney General of Texas FY 2020-2021 Victim Coordinator and Liaison Grant Program and execute grant documents relating thereto. [Cesar Torres, Chief of Police]

10. Executive Session
The City Council will convene in Executive Session, in accordance with the Texas Open Meetings Act, Vernon's Texas Statutes and Codes Annotated, Government Code, Chapter 551, Subchapter D, Exceptions to Requirement that Meetings be Open. The City Council May Elect To Go Into Executive Session On Any Item Whether Or Not Such Item Is Posted As An Executive Session Item At Any Time During The Meeting When Authorized By The Provisions Of The Open Meetings Act.

Open Session
