4. Public Comments
The Mayor and City Council allow for a specific portion of the City Council Meeting to be dedicated to public comments. Public Comments are limited to three (3) minutes. If a resident desires to make a public comment, please complete the Public Comments Form which will be located outside of the City Council Chambers and submit the completed form to the City Secretary prior to the commencement of the City Council Meeting. We ask for everyone's cooperation in following this procedure.

All Matters Listed Under Consent Agenda Are Considered To Be Routine By The Governing Body And Will Be Enacted By One Motion. There Will Be No Separate Discussion Of These Items. If Discussion Is Desired, That Item Will Be Removed From The Consent Agenda And Will Be Considered Separately. With Regard To Any Item, The City Council May Take Various Actions; Including But Not Limited To Rescheduling An Item In Its Entirety For A Future Date Or Time. Consider ordinance providing for a Temporary Special Use Permit for the “5th Annual Superhero 5K and Buddy Fun Walk Autism Awareness Event” and Waiver of Fees to be held on April 6, 2019, being the South Half of Lot 11, Section 268, Texas-Mexican Railway Company Survey, located at 714 South Raul Longoria Road, as requested by Melinda Moreno. Consider ordinance providing for a Temporary Special Use Permit and a Waiver of Fees for the “Rio Grande Valley Diabetes Cook-Off / 5K” to be held March 22 & 23, 2019, being the South Half of Lot 11, Section 268, Texas-Mexican Railway Company Survey, located at 714 South Raul Longoria Road, as requested by Rio Grande Valley Diabetes Association. Consider ordinance providing for a Temporary Special Use Permit for the “Kelly Miller Circus” and Waiver of Fees to be held March 14, 2019 through March 17, 2019, being 8.75 acres out of Lot 29, Kelly Pharr Tract, located at 3616 South Hwy 281, as requested by Edinburg Crime Stoppers. Consider rescinding the purchase of a Telescopic Platform Lift from Altec Industries, Inc., through the Texas Local Government Purchasing Contract (BuyBoard) in the amount of $141,618.00 and authorizing the purchase of a Telescopic Platform Lift from Altec Industries, Inc. through the Texas Local Government Purchasing Contract (TXMAS) in the amount of $141,618.00. A.

Consider the Purchase for Renewal of Vigilant Solutions Investigative Data Platform as a Sole Source from Vetted Security Solutions in the Amount of $18,714.40. [Cesar Torres, Chief of Police]

Consider authorizing City Manager or his Designee to enter into and execute a Memorandum of Understanding between the City of Edinburg Police Department and the Hidalgo County Community Supervision – Substance Abuse Treatment Facility for services related to goals and implementation of the Federal Prison Rape Elimination Act (PREA) mandates. C.

Consider rejecting Bid No. 2019-57, reconstruction of one (1) residence – 1011 E. Fay, in the Housing Assistance Program. [Marissa Garza, Director of Community Development/Grants Management]

D.

Consider awarding Bid No. 2019-58, reconstruction of one (1) residence – 2502 Longoria Lane, in the Housing Assistance Program to Galleria Home Builder in the amount of $60,000 and authorize the City Manager to enter into a contract relating thereto. E.

Consider approval of Buyout and Transfer of Service Area Agreement for Boys & Girls Club and Trenton Park Plaza Subdivisions between the City of Edinburg and North Alamo Water Supply and authorize City Manager to enter into an agreement relating thereto. [Arturo Martinez, Director of Utilities]

7. Ordinances
A.

Consider an ordinance amending the Code of Ordinances of the City of Edinburg providing for modified and new charges for certain uses and services provided by the Planning and Zoning Department. [Jesus R. Saenz, Director of Planning and Zoning]

8. Waiver
A.

Consider authorizing the City Manager to waive fees for the use of the Edinburg Activity Center for the Boy Scouts of America - Cub Scout Pack 78 for the 'Blue & Gold Awards Banquet' to be held on Wednesday, May 15, 2019, as requested by Diana McDonnell. [Juan G. Guerra, City Manager]

9. Appointments

Discuss and consider appointments to the City Advisory Boards and Committees for the following:

Open Session
